New RFCS Program Funding Round
We administer the Rural Financial Counselling Service (RFCS) as an ongoing program. It provides free financial counselling services to eligible:
- fishing enterprises
- small related businesses.
Rural financial counsellors help clients experiencing financial hardship to understand their financial position and adopt strategies to become financially self-sufficient.
RFCS service providers (grantees) are not-for-profit. They receive funding from the Australian and state governments.
Funding for the current grant round ends on 30 June 2021.
Design of the next funding round
In 2019, we reviewed the program and made 30 recommendations.
Our goal is to:
- help enhance the existing service delivery
- refocus the RFCS program to drive behavioural change in clients.
The Minister for Agriculture endorsed the recommendations in full.
We will now use these recommendations to design the next funding round.
We have drafted new program logic to describe our expectations for how the program should work in the future to support clients to:
- become financially resilient
- be better prepared to deal with shocks to their business.
This has been informed by outcomes from the RFCS internal review, and further discussions with key stakeholders.
The proposed new direction will change how the program is monitored and evaluated to better measure behavioural change outcomes
Some clients may only enter the service for help accessing government, or other programs. However, behavioural change is only likely to occur when clients go through a case managed approach.
The refocused program will also aim to reduce reporting and data entry burden on counsellors.

Between 29 April and 1 May 2020, the RFCS held its national conference via video conference. The national conference provides an opportunity for service providers to meet with each other, with us and other key stakeholders. They can share learnings, discuss issues and provide feedback on service delivery.
At the 2020 conference, we discussed:
- progress against the recommendations in the RFCS internal review
- new program settings
- indicative timeframes for the new funding round.
A copy of the proposed program logic was circulated to the service providers prior to the conference.
We will contact other relevant stakeholders for feedback on the proposed program logic and design over the coming weeks.
