Purpose
To advise livestock exporters that an exemption from operating an approved arrangement and a reduced licence fee option is available for exporters that meet the requirements of a “small and infrequent” exporter.
The exemption outlined in this EAN will be available from 4 January 2016. This EAN should be read in conjunction with EAN 2015-14 and the supporting documentation.
Background
New fees, charges and levies for the export of live animal/reproductive material came into effect on 1 December 2015. As part of these arrangements, livestock exporters that meet the criteria as a small and infrequent exporter will be able to apply for an exemption from operating under an approved arrangement and a reduction in annual fees.
A small and infrequent livestock exporter is one who:
- sends four or less livestock consignments in a 12 month period and,
- the total number of animals across all consignments does not exceed 400 in a 12 month period.
Instructions
Livestock exporters that consider they meet the requirements of a small and infrequent exporter can apply to the department in writing requesting an exemption from operating an approved arrangement for a 12 month period. The cost of an application is $600. We understand that some exporters may not be in a position to provide precise details of a planned export consignment(s), however, it would assist the department in assessing their application if they could at least provide an indicative schedule, based on previous experience, of a consignment(s) for the following 12 months.
Exporters that are granted an exemption will be required to pay an annual licence levy of $5 000. If an exporter exceeds the number of consignments and/or the total number of animals exported during the 12 month period, then the exporter will pay the applicable licence fee which is either $10 000, $20 000 or $25 000 depending on your circumstances.
