Purpose

To notify industry that a final 2021–22 live animal export (LAE) cost recovery implementation statement (CRIS) has been published on the department’s website.

Key points

  • The Minister for Agriculture, Drought and Emergency Management has approved the 2021–22 CRIS for LAE arrangements.
  • New 2021–22 fees and charges will commence on 1 July 2021.
  • Some fees and charges have changed from those proposed in the consultation CRIS. These include reductions to:
    • the approved arrangement annual charges
    • the registered establishment annual charge
    • the inspection fee.

Instructions

  • The department will update the Charging Guidelines to reflect these new prices, and the calculation of fees and charges using the new prices.
  • Additional information will also be provided on invoice changes via a further Export Advisory Notice. 
  • The department will continue to regularly engage and work closely with stakeholders on the ongoing streamlining of cost recovery arrangements for export certification.
  • The department will undertake annual CRIS updates, which will ensure expenses and revenue are aligned and to pass on efficiencies from reforms and government investments as quickly as possible.
  • The 2022–23 CRIS update process will commence in October 2021.

Background

  • It is Australian Government policy to recover the cost of delivering export regulatory services. Under the Australian Government Charging Framework, the department must regularly document changes to regulatory charging activities through a CRIS.
  • Regulatory fees and charges for the agricultural exports sector have not increased in a long time, and most export programs have been under-recovering.
  • In the 2020–21 Budget, the Government provided $71.1 million to the More Efficient and Sustainable Export Regulation measure under the Busting Congestion for Agricultural Exporters package to support a stepped increase to full cost recovery by 2023–24. A staged return to full cost-recovery will ease the impact for agriculture and food exporters.
  • The proposed LAE 2021–22 CRIS was released for public consultation between 14 May and 10 June 2021. Fifteen submissions were received via the Have Your Say (HYS) platform during the public consultation period and three additional submissions were received via other channels. Submissions received through our Have Your Say platform have been published at the HYS page.
  • The department has provided feedback received from industry and stakeholders to the Minister, and the Minister has considered this feedback in making his decision on final 2021–22 CRIS.
