Changes to pre-arrival reporting requirements for certain Australian External Territories

The Biosecurity Act 2015 (the Act) extends to the External Territories of Christmas Island, the Cocos (Keeling) Islands and Norfolk Island. In accordance with section 193 of the Act, commercial vessel operators intending to enter the External Territories and/or move between External Territories and Australia must report to the Department of Agriculture and Water Resources between 96 and 12 hours before the estimated time of arrival of the vessel. Failure to give a report containing the information required may contravene subsection 193(4) of the Act.

What is changing?

There are some changes to the way commercial vessels travelling to and from External Territories submit their pre-arrival information. A factsheet PDF [304 KB, 2 pages] on this change is also available for distribution as required. The method of reporting will depend on where the voyage ‘originates’ or ‘commences and ends’. The reporting methods are as follows:

1. Commercial voyages ‘originating’ outside of Australian Territory
For commercial voyages ‘originating’ outside of Australian Territory, including movements between Christmas Island, Cocos (Keeling) Islands and/or Norfolk Island and Australia must report using the new Maritime Arrival System (MARS). Further support materials on MARS is available.

2. Commercial voyages that ‘commence and end’ between Australia; Christmas Island, the Cocos (Keeling) Islands and/or Norfolk Island
The electronic pre-arrival report (IOT/Norfolk PAR) PDF [389 KB, 3 pages] is to be used by commercial vessels travelling between Australia and certain External Territories. This includes voyages that ‘commence and end’ between Australia; Christmas and Cocos (Keeling) Islands; and/or Norfolk Island.

3. Non-commercial vessel reporting
There is no change to the way that non-commercial vessels report. Notification of pending arrival is required to be submitted via email or verbally. Further information about non-commercial reporting.
