Purpose

To inform the live export industry of the department’s decision to extend the prohibition on live sheep exports to or through the Middle East.

Key points

  • As advised widely on 31 July 2019, the department has extended the prohibition on live sheep exports departing Australian ports to or through the Middle East until 22 September 2019.
  • The decision to extend the current prohibition to 22 September 2019 took into account the best available science, the interests of animal welfare, government policy and feedback received following a public consultation period in July 2019. This included analysis of voyage mortality records and environmental data that indicate the risk of an animal welfare incident relating to heat stress in sheep exported until 22 September is comparable to or higher than in June.
  • The decision to extend the current prohibition is reflected in the amended Australian Meat and Live-stock Industry (Prohibition of Export of Sheep by Sea to Middle East – Northern Summer) Order 2019.
  • Conditions stipulated in the Australian Meat and Live-stock Industry (Export of Sheep by Sea to Middle East) Order 2018 will continue to apply to export of sheep departing from 23 September until 31 October 2019.
  • Future regulation of live sheep exports to or through the Middle East will be determined following a Regulation Impact Statement.

Instructions

  1. Note that the trade in live sheep to or through the Middle East can commence from 23 September 2019.
  2. For any exports of sheep departing from 23 September to 31 October 2019 and travelling through waters in the Arabian Sea north of Latitude 11ᵒN at any time during the voyage, exporters must still comply with the conditions under the Australian Meat and Live-stock Industry (Export of Sheep by Sea to Middle East) Order 2018. These conditions include:
    1. stocking of sheep in accordance with an allometric formula or the heat stress risk assessment model depending on whichever provides more space per animal
    2. independent auditing of pen air turnover readings
    3. automatic watering arrangements
    4. a notifiable mortality level of 1 per cent.
  3. Consistent with May 2019 shipments, exporters planning shipments departing Australian ports between 23 September and 31 October 2019, will need to ensure the vessels are equipped with environmental data recording devices for collection and submission of required data to the department. The department will provide specific directions to relevant exporters to reflect this.
