Report #31 - May 2014 – self-reports relating to cattle in Indonesia

In May 2014 three exporters, Australian Rural Exports Pty Ltd (Austrex), International Livestock Export Pty Ltd (ILE) and Halleen Australasian Livestock Traders Pty Ltd (Halleen), self reported possible non-compliances with Exporter Supply Chain Assurance System (ESCAS) requirements in Indonesia. Each report was in relation to the movement and slaughter of cattle outside approved supply chains. The non-compliances related to a number of facilities across five different supply chains, some of which are common to the three exporters. As some of the facilities and supply chains involved were common to all three exporters, these reports were combined as one review.

The review found there were two animals slaughtered outside approved supply chains and five animals found outside approved supply chains but later recovered. These animals were confirmed as exported by ILE. In addition, at least 13 possible Australian animals were identified outside approved supply chains. Ten of these animals were slaughtered at unapproved facilities and three were returned to the approved supply chain. The exporter of these animals could not be confirmed. As a result of these reports the exporters implemented a number of corrective actions to ensure control and traceability within their supply chains such as additional training, daily reconciliation reporting, random visits and the appointment of additional supply chain officers.

The department accepts these actions addressed the issues identified. A minor non-compliance has been recorded in relation to two of ILE supply chains in Indonesia.

No non-compliance was recorded in relation to the Halleen and Austrex Indonesia supply chains.
