To advise of the status of Australia’s equivalence negotiations with the Republic of Korea in relation to new requirements being implemented on 1 January 2014 for the import into Korea of processed and semi processed certified organic products.
On 1 January 2014, new requirements for the import of processed and semi processed organic products into Korea are set to be introduced. These requirements are being introduced in accordance with Korea’s amended Act on Promotion of Eco-Friendly Agriculture and Management of Organic Products (“the Act").
To assist with market access from 1 January 2014, the Department of Agriculture (the department) is continuing to work with the Korean Government in an effort to gain recognition of Australia’s export organic system as providing equivalent outcomes to those specified under the Act.
Note that, while the department is hoping equivalence recognition arrangements will be achieved and recognised from 1 January 2014, or that the Korean Government will allow for trade to continue using the current labelling system until equivalence negotiations are finalised, there currently are no guarantees that either of these options will be reached.
Note that, in the absence of equivalence recognition arrangements, or an agreement to continue to use the currently labelling system, any organic producer or certifying organisation that wishes to export organic food to Korea on or after 1 January 2014 will be required to be approved by the Korean Government through an individual (commercial level) conformity assessment arrangement by the end of 2013.
Please direct any enquiries regarding this matter to the contacts listed above.
The department will keep the industry informed of any progress on this matter.
