Conditions
Chinese government registration is required for all food processing and storage establishments handling food exported to China in accordance with both:
- Decree 248 – Regulations on the Registration and Administration of Overseas Producers of Imported Food
- Decree 249 – Administrative measures on Import and Export Food Safety.

If your product falls under one of the following Department verification (Article 7 products) then you need to be export listed:
- bee products
- dehydrated vegetables
- dried fruits
- edible vegetable oil
- frozen fruit
- functional foods
- natural plant spices
- special dietary foods (excluding milk-based infant formula)
- stuffed pastry products
Become export listed and receive a China Import Food Enterprise Registration (CIFER) account
To become export listed and received a CIFER account, you must submit a completed application form.
Registering a product category
Registering a product category is a 2 step process:
- information is entered into CIFER
- documentation is provided to the department so we can recommend your registration application to the General Administration of Customs of the People’s Republic of China (GACC)
To assist you with the information required in CIFER we have created application form guidance documents, depending on your product:

- functional foods
- plant-derived food (this form covers edible vegetable oil, dehydrated vegetables, natural plant spices, dried fruits and frozen fruit)
- special dietary foods
