Purpose
To advise exporters that Malaysia’s Department of Agriculture (DoA) has released new phytosanitary import requirements for a number of commodities due to take effect on 1 January 2015.
Key Points
The Malaysian Department of Agriculture (DoA) has released new import requirements for the following regulated articles from Australia:
- soybeans,
- corn (maize)
- cotton
- citrus
- raw dried/unprocessed grain for animal feed (oats and barley)
- raw dried/unprocessed meal product for animal feed (lupin meal and linseed meal)
From 1 January 2015, requirements for these commodities will include:
- an import permit, required for each consignment and valid for three months
- export inspection
- a phytosanitary certificate (electronic only from 1 March 2015)
- on arrival sampling and inspection in Malaysia for pests and diseases
The Malaysian DoA has proposed a grace period between 1 January and 28 February 2015 where consignments with a bill of landing or airway bill dated prior to 31 December 2014 will be permitted entry without an import permit and phytosanitary certificate.
Australia has not been included as an approved country for the import of bananas, tobacco, coffee, cocoa, and other raw dried/unprocessed grain for animal feed into Malaysia. An application to Malaysia’s Department of Agriculture for consideration of import approval will need to be provided if Australian exporters wish to send these commodities.
The new conditions are available on the Malaysian DoA MyImport site.
The department will work closely with Malaysia, and Australian exporters, to fulfil the new requirements. The department is endeavouring to clarify the conditions and expects further information will be available in late November. Updated information will be distributed by IAN, and the MICoR website will be updated to reflect the new conditions on 1 January 2015.
