Purpose
This Industry Advice Notice (IAN) is to advise that accreditation applications for the export of mangoes and lychees to the USA, the People’s Republic of China, Japan and South Korea for the 2019 season are now open.
Key points
- Lychee farm and packhouse managers wanting to export to the USA must complete the below application and forward it to the Australian Lychee Growers Association by 26 July 2019.
- Mango farm and packhouse managers wanting to export to USA, China, Japan and South Korea must complete their application forms through the Australian Mango Industry Association online application system by 28 July 2019. To get a login, contact AMIA directly via email.
Note: Farms do not have to apply for accreditation to export to Japan. - Irradiation treatment facilities wanting to treat goods for export to the USA must complete the below application and forward to the department’s Audit Services Group by 28 June 2019.
- Vapour heat treatment facilities wanting to treat goods for export to China, South Korea and Japan must complete the below application and forward to the department’s Audit Services Group by 28 June 2019.
- Crop monitors must complete the mango or lychee online training and assessment through the Tocal College online eLearning hub, by 31 September 2019, to be eligible to conduct crop monitoring for these protocol markets.
- Farms and packhouses will be subject to audits by the department.
- Some accredited properties may be audited by the importing country authority following the commencement of trade.

Background
Countries with protocol markets have specific requirements for importing Australian produce.
The protocols for exporting mangoes and lychees to USA, the People’s Republic of China, Japan and South Korea mandate that farms, packhouses and treatment facilities are accredited properties with the department prior to the beginning of the export season.
For more details on importing country requirements, refer to the protocol and/or work plans in the ‘Documents’ section of the Manual of Importing Country Requirements (Micor). To access these documents, you must be a registered Micor Plant user.
To register for Micor, go to the registration webpage, complete all fields and then click ‘Submit’. You will be provided with your login details by email.

Accredited property responsibilities
Growers may divide their farm into blocks. Each block must be clearly identified on the application form and on the farm map by its physical address or geographic co-ordinates. Further detail on map and block requirements can be found on the application forms.
Farms and packhouses applying for accreditation will be audited by the department to ensure compliance with the relevant protocols and/or workplans and departmental requirements.
Audits by the department may occur pre-season and/or during the season. Any farm or packhouse that was not accredited for the 2018–19 season will be audited pre-season.
Pre-season audits will be conducted in the Northern Territory during the week commencing 22 July 2019 and in Queensland the week commencing 14 October 2019. Applicants must be available during this time and have records (electronic or hard copy) available at the time of audit (when applicable).
In-season audit periods will be determined during the season in consultation with industry.

Crop monitor responsibilities
Only crop monitors who have completed the online training and passed the assessment are eligible to conduct crop monitoring for protocol markets.
- Online crop monitor training for mango or lychee are now open.
- The eLearning course content will remain accessible through to the end of the season.
Treatment facility responsibilities
Treatment facilities must be accredited to treat horticulture goods for export and must be a registered establishment.

Treatment facilities that are currently accredited by the department for the irradiation treatment of mangoes and lychees to the USA will automatically be included on the list of properties for export that is provided to the importing country.
Treatment facilities that are currently not accredited by the department to undertake a treatment for protocol markets must submit an Application for registration as a horticulture export treatment facility and be audited by the department.
