Changes to avocados levy and export charge

Notice issued: 26 June 2025

From 1 July 2025, the rates of two components of the levy and export charge on avocados (excluding those processed or sold for processing) will change. The total rate will remain at 1 cent per kilogram for avocados processed or purchased for processing and 7.5 cents per kilogram for all other avocados. The change will increase the biosecurity response component by 0.25 cent per kilogram and reduce the research and development component by the same amount.

The total levy and export charge rates for avocados will remain the same.

Who does this notice affect?

All clients required to use the department’s Biosecurity Import Conditions System (BICON) during this planned maintenance period.

All clients submitting the below declarations:

  • Full Import Declaration (FID)
  • Long Form Self Assessed Clearance (LFSAC)
  • Short Form Self Assessed Clearance (SFSAC)
  • Cargo Report Self Assessed Clearance (CRSAC)
  • Cargo Report Personal Effects (PE)
  • Master Consolidator Declaration Forms

All users of the Seasonal Pests (SeaPest) system.

Who does this notice affect?

Approved arrangements operators, customs brokers, importers, manned depots, and freight forwarders who are required to book and manage requests for inspections via the Biosecurity Portal.

The department is currently experiencing an unplanned service disruption to its automated inspection booking services for imported goods.

Who does this notice affect?

Approved arrangements operators who will be required to view and/or update details of their Approved Arrangement via the Approved Arrangement Management Product (AAMP).

Information

Due to scheduled system maintenance, AAMP will be unavailable between 20:00 to 23:30 Friday 20 June 2025 (AEST).

Action

Clients are advised to await the completion of this maintenance period before attempting to access this service.

Levy penalty remission guidelines

 

Late payment penalty remission

Any levy or charge payer or collection agent who has incurred a late payment penalty can apply for remission of the penalty.

You should be aware of your legal obligations, for example collecting the correct amount of levy or export charge if you are a collection agent and paying that to us on time.
