Offshore installations

International vessels, aircraft, travellers and goods arriving at installations operating within or outside Australian territory represent possible pathways for exotic pests and diseases to enter Australia.

The department manages biosecurity control of all international arrivals into the Australian territory (within 12NM) including the management of offshore oil and gas installations.

Non-commercial vessel Pre-Arrival Reporting changes

Biosecurity Amendment (2025 Measures No.1) Regulations 2025 (Amendment) comes into force on 27 February 2026. Pre-arrival reports must only be provided in writing (electronically). Reports must be lodged into the non-commercial vessel pre-arrival report (PAR) web portal by non-commercial vessel operators.

Military vessels

​All military vessels arriving in Australia must undergo a routine vessel inspection by a biosecurity officer at their first point of entry into Australian territory (unless invoking sovereign immunity).
