Overview
Animal Health Australia (AHA) developed and led Exercise Milky Way. It was a joint industry and government exercise to test the raw milk movement controls from the AUSVETPLAN Response strategy: Foot-and-mouth disease Version 5.3.
The simulation exercise was conducted from 28 August to 15 September 2023. The key outcomes were:
- Participants confirmed that the raw milk movement controls in the AUSVETPLAN Response strategy: Foot-and-mouth disease are functional and fit-for-purpose.
- Several suggestions were made to improve the practicality of implementing the movement controls during an outbreak, such as further guidance on risk-based decision making.
Exercise recommendations have been progressed to government and industry as appropriate.

Objective alignment:
- 1 – Improve Australia’s preparedness and ability to respond to emergency animal diseases (EAD).
Activity alignment:
- 1.1 – Continue to implement recommendations from emergency responses including EAD incursions, COVID-19, previous EAD simulation exercises and recent natural disasters.
- 1.2 – Continue to undertake simulation exercises for a variety of EAD scenarios, including identifying and addressing trade ramifications.
