Changes to requirements for exports of milk products to China (2017-13)

Date of issue: 5 October 2017

Date of effect: 16 October 2017

Attention:
Industries—Dairy Australia
Registered manufacturing establishments
Registered exporters and EDI users
Department of Agriculture and Water Resources—Central and Regional offices

Purpose

To notify exporters, EDI users and manufacturing establishments of upcoming changes to the exporter declaration requirements when exporting fresh liquid milk to China, and;

to also notify registered manufacturers, preparing liquid milk, sterilised milk, modified milk and fermented milk for export to China, of the upcoming changes to country listing codes to be added to establishment registration details.

Summary of key points

  • Amended statement to be used in the exporter declaration field when requesting export permits for China
  • Introduction of country listing codes for manufacturers preparing milk products for export to China

Amended Exporter Declaration for exports of fresh pasteurised milk to China

Changes have been made to the mandatory exporter declaration requirements for fresh pasteurised milk (liquid milk) to China.

The amended declaration will commence on 16 October 2017 and must include the following statement:

“The milk in this RFP complies with Chinese requirements for heat treatment, cold chain, packaging, shelf life and end product testing and is eligible for entry into China”.

Please ensure that all fresh pasteurised milk shipments to China includes this declaration in the export permit application, exact wording is important. If the above declaration is not included in the exporter declaration field when requesting an export permit (RFP), an error will occur and the RFP will not progress until it is included.

Introduction of country listing codes for establishments manufacturing milk products for export to China

In the next few months the department will also be introducing a number of China listing codes in our registration data-base. This will restrict exports of a number of milk products (e.g. liquid milk, sterilised milk, modified milk and fermented milk) to China and ensure exported products are only manufactured at establishments approved and listed by China.

The department will be creating a registration listing code that reflects those establishments already approved by China.

Once the listing code is created and added to the establishment details, a new China listing will appear on your registration certificate, along with any other overseas markets that establishments are approved for.

A new certificate of registration will be posted by the department to reflect this changes.
