Japan: Health certification for dairy exports to Japan (2017-21)

Purpose

To notify exporters that if they have been issued dairy certification between 15 November 2017 and 5 December 2017, Japanese officials may request evidence of the species from which the dairy products were derived in order to clear these consignments. Exporters should provide this information to their importers to ensure that consignments are released promptly on arrival in Japan.

Summary of key points

  • Certification has been negotiated with Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) for dairy products exported to Japan.

Consignments which may require additional documentation to be presented on arrival

  • Between 15 November 2017 and 5 December 2017 dairy certification was issued which included the text in points 4 or 5 (depending on the certificate type) that “Raw milk of cloven-hoofed origin was used in the preparation of the above products.”
  • Certification (ZD035, ZD015 and ZD001) which includes the statement that ‘Raw milk of cloven-hoofed origin was used in the preparation of the above products” which was issued between 15 November 2017 and 5 December 2017 should be accompanied by information which indicates the species from which the dairy products were derived. 
  • Certification issued on or after 6 December 2017 will not be affected by this issue and consignments are expected to be cleared without additional information required on arrival in Japan.

Certification for dairy products of bovine origin

  • Currently agreed certification for dairy products for animal consumption, dairy products for animal consumption and dairy products for technical use (ZD035, ZD015 and ZD001) includes the statement that ‘Raw milk of bovine origin was used in the preparation of the above product.”

Certification for dairy products of non-bovine origin

  • The department is currently working with Japan to determine acceptable certification for non-bovine dairy products for human consumption as well as non-bovine dairy products for pet food or stock feed.
  • The Manual of Importing Country Requirements (MICoR) has been updated to reflect the currently agreed certification.
