China: Labelling requirements for dairy and pre-packed food products to China (2019-04)

Purpose

To notify exporters of dairy and other pre-packaged food products to China of new labelling requirements.

Summary of key points

  • The Department of Agriculture and Water Resources advises exporters that China has implemented new labelling requirements for pre-packaged foods under the Administrative Measures on Inspection and Supervision of Labelling for Imported and Exported Pre-packaged Foods (the “Administrative Measures”, see Attachment 1 for an unofficial translation) published in December 2017.
  • According to the Administrative Measures, Chinese labels must be affixed to the product prior to the “declaration for inspection” of the consignment which is performed by the importer or their agent in China (refer Article 7-9 of Attachment 1).
  • The department understands that this effectively means that consignments will not be released by Chinese port officials until the product has Chinese language labels affixed to the product (relevant to exported consignments where the product packaging is labelled in English). Products that have labels in Chinese affixed to the product prior to export will not be affected by this new requirement.
  • Exporters should work closely with their importers to ensure products meet the new labelling requirements.
  • The Manual of Importing Country Requirements (MICoR) will be updated to reflect the changes.
