MAA 2020-22: New Zealand: Dairy and Fish – Implementation of electronic certification

  • Department of Agriculture, Water and the Environment — Central and Regional offices

Purpose

To notify manufacturers and exporters that for exports of dairy and fish products to New Zealand that require certification, certificates will now be issued through a paperless electronic certification (eCert) exchange. From 22 September 2020, certification must be issued through eCert, there will be a change in the Certificate template which must be entered into EXDOC when raising a Request for Permit.

Exporters are encouraged to complete all pending request for permits prior to the change-over date.

Summary of key points

  • Following negotiations between the Department of Agriculture, Water and the Environment and New Zealand’s Ministry for Primary Industries (MPI), Australian exports of dairy and fish products that require certification will now occur via paperless trading through eCert.

  • Paper export certificates will no longer be available as they are no longer required by MPI

  • Only electronic certification issued through the eCert exchange, will be eligible for import clearance in New Zealand. This is done directly through a government to government exchange.

  • As such, exporters are encouraged to complete all pending request for permits prior to the change-over date.

  • Certificate defaults will be updated as part of the changeover to eCert.

There have been no changes to New Zealand sanitary requirements for dairy and fish products.  

The department’s Manual of Importing Country Requirements (MICoR) page will be updated to reflect the changes to certification requirements. 

The previous certification arrangements will not be accepted by New Zealand for exports occurring on or after 22 September 2020.
