Purpose
This Market Access Advice (MAA) notifies stakeholders that updated export certification for Australian milk and milk products for human consumption to Malaysia will be available in the Next Export Documentation System (NEXDOC) from 15 July 2026.
Summary
The department has negotiated an updated endorsement for the export of milk and milk products for human consumption to Malaysia. The updated endorsement meets Malaysia’s import requirements and will be available in NEXDOC from 15 July 2026.
From 15 July 2026, exporters of dairy products to Malaysia must use endorsement number 9904. The endorsement will automatically populate on export certification in NEXDOC. Endorsement numbers 455 and 408 must no longer be used for these products.
Endorsement 9904 states:
- The country or zone of origin has been free from peste des petits ruminants for 12 months prior to the date of export.
- The milk and milk products were derived from herds/flocks that have been kept in the country or zone for at least 12 months prior to export, and that showed no clinical signs of Foot and Mouth Disease (FMD), nor were suspected of being infected with FMD.
- The animals were found to be healthy and free from any clinical sign of infectious or contagious disease (including ectoparasites) at the time of milking.
- The milk and milk products were processed and packed in a plant that has been approved for export by the competent authority of the exporting country.
- The milk or milk products were processed, packed and stored under sanitary conditions and do not contain any preservatives, colouring matter, residues, foreign substance or harmful material injurious to health including melamine.
- Every precaution has been taken to prevent contamination of the milk and milk products during processing, packing, storing and handling prior to export.
- For the milk or milk products intended for human consumption, the milk used has been treated by ultra high temperature (UHT) at a minimum of 132°C for at least 1 second or by simple high temperature short time pasteurisation (HTST) at 72°C for at least 15 seconds for milk with pH less than 7.0 or double HTST for milk with pH 7 or over. Or has been treated using an approved alternate treatment that has equal or greater lethal effect on bacteria.
- The milk and milk products have met microbiological, pathogen and residue standards prescribed by the Codex Alimentarius Commission.
- The milk or milk products were processed in the processing plant which has been approved by DVS and inspected when deemed necessary.
Micor
The Manual of Importing Country Requirements (Micor) will be updated to reflect this market access advice. The department encourages users of Micor to subscribe to the Micor update service for a commodity-specific email that lists changes that have been made the preceding week.
