Purpose
- This Market Access Advice (MAA) provides updates on Highly Pathogenic Avian Influenza (HPAI) free status and lifting of the temporary ban on the export of eggs and egg products to Nauru, Philippines and Republic of Korea.
- This MAA supersedes MAA2021-04 issued on 19 April 2021 relating to the import restrictions of eggs and egg products to Nauru, Philippines and Republic of Korea due to the occurrence of HPAI in Victoria as at 12 April 2021.
Summary of key points
- On 26 February 2021, Australia regained its previous animal health status for avian influenza.
Nauru
- On 16 April 2021, the Nauruan Department of Justice and Border Control officially notified Australia that temporary restrictions on the importation of avian products from Australia would end from this date.
- Nauru advised that restrictions on the issuance of export certificates for these products would also be lifted as at 16 April 2021 and the issuance of export certification of these products can resume.
Philippines
- On 2 July 2021, the Philippine Department of Agriculture officially notified Australia that the temporary ban on the importation of domestic and wild birds and their products originating from Lethbridge, Victoria, had been lifted as of this date. This includes importation of poultry meat, day old chicks, eggs and semen from Australia.
Republic of Korea
- On 2 July 2021, the Republic of Korea’s Ministry of Agriculture, Food and Rural Affairs notified Australia that temporary restrictions on the importation of eggs and egg products from Australia would end from this date.
- Republic of Korea advised that restrictions on the issuance of export certificates for eggs and egg products would also be lifted as at 2 July 2021.
General advice for all exports of egg and egg products
- Exporters are encouraged to work with their importer to ensure that product meets the current importing country requirements.
- Exporters should be aware that trade may not recommence immediately for all markets affected by the temporary ban, and depending on specific certification and importing country requirements, extended delays may occur for some markets. The department will continue to provide updates as restrictions are lifted and export certification can be reinstated.
- A list of all export health certificates affected by the HPAI and Low Pathogenic Avian Influenza (LPAI) incidents near Lethbridge, Bairnsdale and Kerang, Victoria has been provided by country in Attachment 1.
- Information relating to country bans which remain in place for HPAI has been provided at Attachment 2.

Exporter declarations
For eggs and egg products
For certification raised through EXDOC, exporters will be prompted to manually input one of the below exporter declarations in full depending on the product being exported.
Exporter declarations will be applied when raising health certificate for the export of eggs and egg products to the currently affected countries as indicated in the Attachment 1:
The egg products in this consignment comply with sourcing provisions that meet the specific importing country requirements for avian influenza.
Exporters need to ensure that the relevant exporter declaration is only included once it has been confirmed as true and correct. Exporters are reminded that it is an offence to provide false or misleading information to the Australian Government.
Exporters need to ensure that they keep all relevant sourcing records as evidence of compliance.
The Manual of Importing Country Requirement (Micor)
- Exporters and establishments are encouraged to regularly check the main commodity landing pages of Micor to ensure they are referencing the most up-to-date HPAI MAA.
Exporter and establishment guidance
- Exporters with detained consignments that require departmental assistance are requested to email details of the consignment, including the health certificate number to exportstandards@awe.gov.au.
- As was the case with previous HPAI incidents, the department is taking all possible action to minimise the effects of this disease outbreak on trade and will keep industry informed of further developments.
