This Market Access Advice (MAA) updates MAA 2024-22 issued on 7 July 2024 which provided information on certification changes as a result of high pathogenicity avian influenza (HPAI) outbreaks in New South Wales, Victoria and the Australian Capital Territory (ACT). This MAA also provides an update to import conditions for heat treated products to multiple markets.

Disease situation

Australia is continuing to respond to outbreaks of HPAI (H7 strain), which was first detected on a property in Victoria on 22 May 2024. As of 2 July 2024, HPAI (H7 strain) has now been detected on poultry properties in Victoria; New South Wales; and the Australian Capital Territory. Certificate changes

Further to previous MAAs, some importing country requirements have changed in relation to HPAI. Please refer to bolded entries in Attachment 1 for certification that is now available via EXDOC, NEXDOC and Assessment Services (ASE).

For exporters that apply for a health certificate for these products through the department’s Export Documentation (EXDOC) system or NEXDOC system, the request for permit (RFP) must include the following exporter declaration:

The products in this consignment comply with sourcing provisions that meet the specific importing country requirements for avian influenza. This declaration is supported by records.

For electronic certificates, this declaration will need to be made via EXDOC and NEXDOC. For manual certificates applications, this declaration will need to be provided in writing on exporter/manufacturer letterhead to ASE when submitting the application.

Applications will be assessed based on all information and declarations provided. The department may need to seek further confirmation relating to this declaration before a certificate can be issued.

Important note prior to export: There are currently multiple control areas throughout Victoria, NSW and the ACT. More control areas may be established if there are further HPAI detections. It is the exporter’s responsibility to monitor and confirm control and restricted areas prior to export to ensure product meets importing country requirements. Information on current control areas can be found on the relevant state/territory government websites at the links provided in this MAA.

Argentina

The M584 certificate for processed pet food is now available via EXDOC or ASE for animals sourced outside Control Areas. Please refer to the relevant jurisdiction websites for information regarding control areas.

Canada

The M450/5105, M450/5106, M450/4819 and the M450/4820 certificates for rendered poultry meals are now available via EXDOC and ASE for ingredients derived from poultry and avian animals sourced outside control areas.

French Polynesia

The E242/5274 and the E242A/5274 certificates for dry processed pet food containing rendered co-products of terrestrial origin are now available via EXDOC and ASE for animals sourced and processed outside Victoria, NSW and ACT.

The E242/5275 and the E242A/5275 certificates for dry processed pet food containing rendered co-products of terrestrial and aquatic origin are now available via EXDOC and ASE for animals sourced and processed outside Victoria, NSW and ACT.

Japan

The Z934/4862 certificate for blood and blood products of avian origin is now available via EXDOC and ASE for poultry products sourced outside Victoria, NSW and ACT.

Malaysia

The E242/7465 and the E242A/7465 certificates for processed pet food are now available via EXDOC and ASE for poultry products manufactured outside control areas that can demonstrate heat treatment/sterilisation requirements.

South Africa

The E242/3757 and the E242A/3757 certificates for processed animal proteins are now available via EXDOC and ASE for products sourced outside control areas where South Africa have granted a valid import permit.

The E242/3759 and the E242A/3759 certificates for fertiliser containing processed animal protein are now available via EXDOC and ASE for products sourced outside control areas where South Africa have granted a valid import permit.

South Korea

The M547 certificate for sterilised petfood products is now available via EXDOC and ASE.

Sri Lanka

The EX46EG for egg powder is now available via NEXDOC for eggs sourced outside Victoria, NSW and ACT.

Thailand

The M336 certificate for inedible tallow is now available via EXDOC and ASE for poultry products sourced outside control areas. There are no restrictions on sourcing for all other species.

The department is working closely with industry to prioritise negotiations with key poultry and poultry product markets to minimise further trade disruptions. The department continues to engage key markets through its agricultural counsellor network to expedite these discussions. Updates will be provided in future MAAs.
