2022-01: 2022–23 Fish and Egg Exports Cost Recovery Implementation Statements

Purpose

This Industry Advice Notice (IAN) is to notify industry that a draft 2022–23 fish and egg exports cost recovery implementation statement (CRIS) has been released for consultation on the Department of Agriculture, Water and the Environment’s (the department) website.

Key points

  • It is Australian Government policy to recover the cost of delivering export regulatory services. Under the Australian Government Charging Framework, the department must regularly document changes to regulatory charging activities through a CRIS.
  • The department is releasing a draft 2022-23 fish and egg exports CRIS for public submissions.
  • The 2022 23 CRIS describes implementation of increases to fees and charges from 1 July 2022 as planned in the previous CRIS.
  • The proposed prices are already set in legislation and will be implemented on 1 July 2022 during the consultation process.
    • Charging Guidelines will be updated to reflect new prices and published on the departments website.

Next steps

  • Industry are invited to review the CRIS and provide feedback on the department’s Have Your Say platform by 8 August 2022.
    • We want your feedback on how the proposed arrangement outlined in the CRIS will impact you or your business. Your views will inform the final CRIS.
  • The final CRIS must be approved by the Minister for Agriculture, Fisheries and Forestry.
    • Submissions and the government’s response will be published alongside the final CRIS.
    • If any amendments to fees or charges are required following consultation, they will be implemented as soon as practical.
  • The department will undertake annual CRIS updates to align expenses and update fees and charges when necessary.

Background

  • Regulatory fees and charges for the agricultural exports sector increased for the first time in 2021-22 after not increasing for a long time.
  • Each CRIS update will outline prices for 4 years providing forward year forecasts. Prices will be reviewed annually and updated where a need is identified by industry and approved by the government.
