Purpose
To advise stakeholders of the upcoming public consultation (‘Have Your Say’) period for amendments to the Export Control Rules 2021 (the Rules) applicable to all three of the tariff rate quota rules.

This notice advises of the public consultation (‘Have Your Say’) period for amendments to the Export Control Rules 2021 applicable to all three of the tariff rate quota rules:
- Export Control (Tariff Rate Quotas – General) Rules 2021
- Export Control (Tariff Rate Quotas – Feed Grain Export to Indonesia) Rules 2021
- Export Control (Tariff Rate Quotas – Sheepmeat and Goatmeat Export to the European Union and United Kingdom) Rules 2021
Proposed changes include:
- India Cotton specific change
- Amending the minimum allocation amount from 500 to 100 tonnes.
- Auditor reporting obligation changes
- Relates to the provision of the audit report to the Secretary by the auditor. The proposed change has no impact on the actual audit process or the provision of the audit report to the auditee.
- This change will mean that auditors only need to give the audit report to the Secretary if requested and streamlines auditor reporting obligations across the range of export commodities.
The Have Your Say public consultation on the amendments will be open from Monday, 4 August 2025 to Friday, 29 August 2025 through the Have Your Say platform on the department’s website located at Department of Agriculture, Fisheries and Forestry.
The department is seeking your feedback on the proposed amendments to the Rules. There will be information sheets outlining the proposed improvements for each applicable Rule.
We continually review the Rules to ensure the framework remains fit-for-purpose and meets the needs of exporters. We will use your feedback to make sure the Rules continue to meet the needs of Australian exporters and support the export of our agricultural goods.
