2023-06: China: Honey and Other Edible Non-prescribed Goods: China Import Food Enterprise Registration requirement and renewal

Purpose

This Market Access Advice (MAA) is to remind Australian manufacturing establishments producing honey or other edible products (defined as non-prescribed goods under the Export Control Act) for export to China that they must update their record in the China Import Food Enterprise Registration (CIFER) system and renew their registration with the General Administration of Customs of the People’s Republic of China (GACC) through a second application through the same system.

Requirement to complete/update your registration details

All establishments holding a CIFER registration/listing, and intending to continue exporting to China, should have already submited an ‘application for modification’ to complete (update) their registration details with China. Establishments must have their mofication application approved before 30 June 2023 to avoid delisting by China.

Bee product establishments

All establishments that hold a current bee product registration/listing in CIFER, and intend to continue exporting to China, must complete an ‘application for extension’ withing the CIFER system after 1 June but before 30 August 2023. Experience in other commodity areas suggests that the extension application should be completed as soon as possible.

CIFER registration expiration

All establishments that hold a CIFER registration/listing can confirm their registration expiry date using GACC’s public facing CIFER query webpage. China advises that establishments can complete and submit an ‘application for extension’ within the CIFER system, from 6 months before thei expiration date. This function will close 3 months prior to their expiration date.

Reminders

  • The CIFER system is administered by GACC. All applications are accepted and approved by GACC at their discretion. The department has a limited role in verifying information provided by establishments.
  • Any information submitted in support of a listing application in CIFER should be considered as being sent directly to GACC.
  • Establishments are responsible for ensuring the information provided in CIFER is reflected in your Australian registration in the department’s Establishment Register (ER).
  • Establishment can update or change their details using Form 2015/3816 and contact exportlisting@aff.gov.au.
  • All establishments are responsible for ensuring that their details in the CIFER system are correct and that their CIFER product registrations are up-to-date and accurate.
  • When providing supporting documentation in CIFER, establishments should upload the latest version of all required documentation.
  • Establishments that have multiple CIFER Article 7 product registrations should ensure that the information is consistent across all their registrations, particularly the required fields marked with an ‘asterisk’ such as name of legal representative. This includes establishments that have both Article 7 and 9 product registrations. This is to minimise delays in processing applications in China.
