MAA 2023-07: Great Britain: Non-prescribed goods: Manual export certificates for edible collagen and for composite products from 16 March 2023 onwards

Purpose

To notify exporters of changes to the manual export certificates for consignments of edible collagen and for consignments of composite products into Great Britain from 16 March 2023.

Summary of key points

The United Kingdom’s Department for Environment, Food and Rural Affairs (DEFRA) requires new model certificate templates to be issued by all countries for edible collagen and composite products. Collagen is defined as the protein-based product derived from animal bones, hides, skins and tendons. Composite products are defined as products containing both products of plant origin and products of animal origin such as chocolate bars, biscuits, soups, frozen cakes and pies.

The Department of Agriculture, Fisheries and Forestry (DAFF) has made the minor changes to certificate template number IGBG for exports of collagen and template number NGBB for exports of composite products.

The information to be entered by exporters to obtain these certificate templates has not changed. For Box 1.14 it is still necessary to insert the date of departure.

The other minor changes do not affect exporters. They are:

  • Changes to the certificate titles, please refer to the information box below.
  • Changes to legislative references in the attestations and added links to UK government documents concerning animal health.
  • On the composite product certificate, additional attestations for products containing dairy and footnotes.

  • The outdated certificate template for edible collagen (IGBG 07/22) will not be accepted at Border Control Posts if issued after 1 April 2023.
  • The outdated certificate template for composite products (NGBB 06/21) will not be accepted at Border Control Posts if issued after 1 May 2023.
  • The updated versions of both certificates will be accepted at Border Control Posts from today’s date onwards. Therefore, there will be a period when both versions are accepted.

What do you need to do?

Exporters can contact the department’s Assessment Services Exports team at FoodExports@aff.gov.au to obtain a copy of the new IGBG (02/23) or NGBB (01/23) certificate templates.

Trade to Northern Ireland

Trade to Northern Ireland will continue to use existing European Union (EU) certificates, under the Northern Ireland Protocol agreed between the United Kingdom (UK) and the EU. The certificate template to export edible collagen to Northern Ireland and the EU is Z995 (11/22). The certificate template to export composite products to Northern Ireland and the EU is M492 (12/22).

Micor

Micor will be updated to reflect this market access advice. The department encourages users of Micor to subscribe to the Micor update service for a commodity specific email that lists changes that have been made in the preceding week.

The department encourages exporters to work with their importers to ensure that products meet current importing country requirements.
