Purpose
The purpose of this Industry Advice Notice (IAN) is to advise the horticultural industry of the expansion to the criteria to be eligible as a small horticulture product registered establishment (SHPRE).
Summary of changes and key points
Key changes to the eligibility criteria include the following:
- Removal of the requirement for applicants to be an occupier of an existing registered establishment prior to making an application to be a SHPRE
- Removal of the requirement for a SHPRE to be used only for operations with the production and preparation for export of a single horticultural product.
- Expanding the list of horticultural products to include all other kinds of horticultural products.

Background
In 2015, the department introduced the new category of registered establishments of SHPRE. The new category was designed to promote competitiveness and stimulate export participation within the horticulture sector, particularly for small growers, through lower annual charges for registered establishments.
Due to the uptake of SHPREs by growers of horticultural products being significantly lower than expected, the department consulted with industry to identify potential improvements. This feedback was taken into consideration and the eligibility criteria has been broadened to provide eligibility to a wider group of small growers.
