Purpose
This Industry Advice Notice (IAN) is to advise of the release of instructional material for mobile bulk loading of prescribed goods for export.

Summary
- In consultation with the Grain and Plant Products Export Industry Consultative Committee – Mobile Bulk Working Group, the department has developed two documents
- Guideline: Mobile bulk loading of prescribed goods for export
- Reference: Prescribed goods export preparation standard checklist.
- The Guideline: Mobile bulk loading of prescribed goods for export has been published to complement existing instructional material and to ensure those Export Registered Establishments (EREs) operating under mobile bulk loading, or those wanting to apply for the scheme, have a clear policy basis on which to function.
- In addition to following the Guideline: Mobile bulk loading of prescribed goods for export
- industry must continue to comply with the policy and processes outlined in the instructional material relevant to the commodity being exported
- Authorised Officers (AOs) must continue to conduct inspections in accordance with the instructional material relevant to the commodity being inspected.
- For grain and plant products for export, EREs and AOs must refer to:
- Guideline: Inspection of prescribed grain and plant products for export and
- Work instruction: Inspecting prescribed grain and plant products for export.
- For woodchips for export, EREs and AOs must refer to
- Volume 8B: Commodity inspections – forest products
- Work Instruction: Inspection of forest products.
- For mobile bulk loading operations, samples for inspection must be taken using automatic sampling equipment; any existing operations currently not doing so will need to contact the Grain and Seed Exports Program.
- The Reference: Prescribed goods export preparation standard checklist (the checklist) has been published to reiterate and ensure preparation requirements are of greater and continuing focus, particularly when preparing and presenting prescribed goods for export via a mobile bulk loading operation
- The checklist also outlines key elements that mobile bulk loading EREs must meet during preparation of prescribed goods for export.
Background
Mobile bulk loading is the practice of loading flowable prescribed goods for export such as grain and woodchips into a bulk vessel at berth using portable handling equipment.
The department is undertaking a review of its instructional material published on the PEOM. This includes Volumes, Guidelines, Work Instructions, References and Candidate advices.

Exporter and registered establishment responsibilities
Exporters and EREs must read and comply with the new instructional material from 7 September 2020.
Important: Industry can begin to use the new material from today, however it is not compulsory until the implementation date listed above.
Authorised Officer responsibilities
AOs must:
- read and familiarise themselves with the new instructional material
- conduct inspections in accordance with the instructional material relevant to the commodity being inspected.
AOs are able to contact the AO Hotline (1800 851 305) or their local Regional Assurance Manager (RAM) should they require assistance interpreting the new instructional material.
