2021-50: Horticulture – Leafminer detection in Australia affecting exports to New Zealand

Purpose

This Industry Advice Notice (IAN) is to advise industry of new export requirements for affected horticulture commodities to New Zealand (NZ) following the detection of Serpentine leafminer (Liriomyza huidobrensis) and American serpentine leafminer (Liriomyza trifolii) in Australia. The new requirements will come into effect on 11 October 2021.

Summary of changes and key points

  • New treatment requirements are required for a number of export commodities to NZ following the detection of Liriomyza species (leafminer) in Australia.
  • Commodities affected are
    • Broccoli/Brocollini (Brassica oleracea)
    • Brussel sprouts (Brassica oleracea)
    • Cabbage (Brassica oleracea)
    • Cauliflower (Brassica oleracea)
    • Lettuce (Lactuca sativa)
    • Parsley (Petroselinum spp.)
    • Peas, green/snow/sugar snap (Pisum sativum)
    • Sweet basil (Ocimum basilicum)

New requirements for affected commodities

To trade, affected commodities will be required to undertake one of the following: 

  1. Appropriate pest control activities (including regular monitoring of crops, integrated pest management and spray programs in the event of increased pest pressure, quality control during harvesting and on packing lines to ensure removal of leaves and extraneous material)
    • a grower declaration will be required on the phytosanitary certificate, confirming that
      ‘The consignment has undergone appropriate pest control activities that are effective against Liriomyza huidobrensis and Liriomyza trifolii’.
    OR
  1. Fumigation - Approved fumigation treatment must be applied at:
    • 34g/m3 MBr with 74.9 Ct (calculated on 54% retention rate) at 20 °C or above for 3 hours
      or
    • 40g/m3 MBr with 88.2 Ct (calculated on 54% retention rate) at 15 °C or above for 3 hours
      or
    • 46g/m3 MBr with 101.4 Ct (calculated on 54% retention rate) at 10 °C or above for 3 hours.
    OR
  1. Irradiation
    • Approved irradiation treatment must be applied at a minimum absorbed dose of 250 Gy.
    • Any treatments must be undertaken onshore in Australia prior to export.
  • The above measures are in addition to existing measures as per the New Zealand Export Plan.
  • The Manual of importing country requirements (Micor) will be updated on 11 October 2021 to reflect the new requirements. Exporters must refer to the relevant Micor case prior to export to ensure import conditions can be met.

Authorised Officer Responsibilities

Authorised officers must validate the treatment certificate in accordance with the Guideline: Supporting documents for plant exports.

Background

Australia has detected two species of Liriomyza (leafminer) that are pests of concern for New Zealand. New Zealand has advised of new requirements for host commodities of Liriomyza species for Australian exports.
