2022-27: Grain and Seed Exports Program – Update to empty container inspection instructional material

Purpose

This Industry Advice Notice (IAN) is to advise that the instructional material for the inspection of empty containers for plant exports has been updated.

Summary of changes and key points

  • Changes to the Work Instruction: Inspecting empty containers for export include:
    • Updated requirements for applying completed Passed Empty Container stickers. A sticker only needs to be applied if the container is not being loaded immediately after inspection in the presence of the Authorised Officer who conducted the container inspection, or if the container is being transported to a different location.
    • Corrected error in the text with regards to recordkeeping requirements and PEMS. A copy of the container inspection needs to be sent to the department and the original retained for two years only when the inspection was not completed in PEMS.
  • Changes to the Guideline: Inspection of empty containers for export include:
    • Added reference to the Standards for Empty Shipping Container Inspection throughout the document. Standards for Empty Shipping Container Inspection supersedes the previous Standards for Food Quality Shipping Containers. This document can be found in the Publications section of the Grain Trade Australia website.
    • Removed reference to ‘injurious’ pests in line with policy requirements—policy applies to all live pests.

Background

The department was made aware of some errors in the instructional material for empty container inspections for plant exports, as well as some areas that required further information. These issues have now been rectified. The changes outlined in this Industry Advice Notice do not represent a change in departmental policy.

Authorised Officer responsibilities

  • AOs must comply with the new guideline and work instructions from the date of publication.
  • AOs are able to contact the AO Hotline on 1800851305 or their local Regional Assurance Manager (RAM) should they require support in meeting the new requirements or assistance interpreting the new instructional material templates.
