2022-53: Grain and Seed Exports Program – Implementation of the Advance Cargo Information (ACI) pre-clearance system for exports to Egypt via air freight

Purpose

This Industry Advice Notice (IAN) is to remind exporters of the implementation of Egypt’s National Single Window for Foreign Trade Facilitation (NAFEZA) System including the use of Advance Cargo Information (ACI) pre-clearance system.

Summary of changes and key points

  • From 1 October 2022, the use of ACI for air freight will be mandatory (the use of ACI for sea freight is already mandatory).
  • All exporters of grains, pulses, nuts, seeds for sowing and other plant products to Egypt must register their company on the CargoX Platform and complete the company verification process.
  • All Egyptian importers are required to use the NAFEZA Platform to register incoming shipments.
  • As part of the registration process, a notification containing a unique ACI Declaration (ACID) number will be sent to the exporter.
  • For each consignment, the ACID number must be applied to commercial export documentation including shipping order, commercial invoice, bill of lading and vessel manifest.

Background

On 1 October 2021, the Egyptian government implemented the Advance Cargo Information (ACI) pre-clearance system for all sea freight via the NAFEZA Customs Single Window System.
The pilot ACI for air freight began on 15 May 2022 and will become mandatory on 1 October 2022.

Exporter responsibilities

Exporters are encouraged to work with their importers to confirm that their consignment meets current importing country requirements.
The registration process mandated by Egyptian customs authorities must be completed by exporters ensuring:

  • they share their CargoX registration information with their Egyptian importer so the incoming consignment can be registered in NAFEZA Platform
  • they complete ACI for shipments exported to Egypt using the CargoX Platform
  • the ACID number is applied to commercial export documentation for each consignment.
