2023-14 – Grain and Seed Exports Program – Approval of empty bulk vessel inspections at Port Phillip Bay (Victoria) protected anchorage

Purpose

This Industry Advice Notice (IAN) is to advise that we have approved a new protected anchorage for the inspection of empty bulk vessels for export.

Summary of changes and key points

The Guideline: Inspection of empty bulk vessels for export has been updated to include Port Phillip Bay (Victoria) as a new approved protected anchorage. Anchorage numbers S1 to S13, as well as anchorage numbers G1 to G4, are approved for empty bulk vessel inspections.

Background

On 29 March 2018, we released the job function BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage to industry, permitting empty bulk vessel inspections to be undertaken at approved protected anchorages.

The approval of additional protected anchorages are subject to the outcomes of risk assessments undertaken by us.

Authorised Officer responsibilities

Only those Authorised Officers (AOs) who meet the pre-requisite requirements and hold the BVI3001:2 job function are permitted to conduct empty bulk vessel inspections at protected anchorage.

AOs must only inspect at the anchorage locations approved for empty bulk vessel inspections (S1 to S13 and G1 to G4). AOs completing inspections at this anchorage will need to record the anchorage number in the comments section of inspection records.
