2023-68: Authorised Officer Program – New NACC eLearning requirements for Authorised Officers

Purpose

This Industry Advice Notice (IAN) is to notify plant export Authorised Officers (AOs) of a new mandatory eLearning course available through Learnhub.

Summary of changes and key points

  • We have updated our eLearning programs for AOs to include the ‘Introducing the National Anti-Corruption Commission’ (NACC) course.
  • From today, all current and future AO applicants will be required to complete the NACC course.
  • From 1 January 2024, completion of the NACC course will be a mandatory reappointment requirement for appointed AOs.
  • After 1 January 2024, AOs will not be reappointed if they have not completed the NACC course.
  • The course should take between 20 minutes to 1 hour to complete.    
  • There is no requirement for appointed AOs to attend facilitated training for this course.

Authorised officer responsibilities

  • AOs must log into their Learnhub account and complete any courses that are marked as ‘incomplete’. Instructions on how to find your incomplete courses are provided here.

Note: This does not include the Plant Exports Management System (PEMS) video tutorials. The PEMS video tutorials are not mandatory and therefore do not mark as complete.

  • The username for your Learnhub account is your email address as recorded in PEMS.
  • If you have forgotten your password you can select ‘Forgot your password?’ and a password reset email will be sent to the email address recorded in your Learnhub account.
  • If you no longer have access to the email address recorded in your Learnhub account, or you do not receive a password reset email, please email Plant Export Training.

Note: Remember to check your junk/spam folder before emailing Plant Export Training.

  • If you feel you have not been enrolled in the appropriate program for your job function, please email Plant Export Training.

Background

The NACC is an independent Commonwealth agency responsible for detecting, investigating, and reporting on any ‘serious’ or ‘systemic’ corrupt conduct in the Commonwealth public sector. The NACC also educates the public service and the public about corruption risk and prevention. The NACC commenced operations on 1 July 2023.

The NACC have the jurisdiction to investigate the conduct of government public officials, as well as any individual or entity that performs work for, or on behalf of us including, Public Service staff, contractors, consultants, third-party providers, and authorised officers. NACC investigative powers also extend to any person (whether they are a public official or not) who does something, or tries to do something, that could adversely affect a public official’s honesty or impartiality in their official capacity.

Note: Refer to the NACC Act for further definition on their interpretation of corrupt conduct.
