2024-01: Plant Export Operations – Instructional material updates

Purpose

This Industry Advice Notice (IAN) is to advise industry of some updates to plant export instructional material.

Summary of changes and key points

  • Plant Export Operations have conducted a review of instructional material to ensure language regarding responsibilities associated with registered establishments and accredited properties is clear and unambiguous.

Note: The requirements for registered establishments and accredited properties have not changed.

  • The following instructional material has been updated on the Plant Export Operations Manual:
  • Departmental policy: Management of plant export registered establishments
  • Guideline: Audit of horticulture export accredited properties
  • Guideline: Audit of plant export registered establishments
  • Guideline: Inspection of cotton for export
  • Guideline: Inspection of prescribed grain and plant products
  • Guideline: Inspection of empty bulk vessels for export
  • Guideline: Inspection of empty containers for export
  • Guideline: Inspection of hay and straw for export
  • Guideline: Inspection of horticulture for export
  • Guideline: Maintenance of phytosanitary security for horticulture exports
  • Guideline: Management of horticulture export accredited properties
  • Guideline: Mobile bulk loading of prescribed goods for export
  • Guideline: Quality system recognition of processed products for export
  • Work instruction: Initiating an in-transit cold treatment for plant exports
  • Work instruction: Inspecting cotton for export
  • Work instruction: Inspecting prescribed grain and plant products for export
  • Work instruction: Inspecting empty containers for export
  • Reference: Export compliant goods storage

Background

The Department of Agriculture, Fisheries and Forestry are responsible for publishing and maintaining instructional materials to provide guidance on how to meet requirements of the Export Control Act 2020. This is done through the publication of Departmental policies, Guidelines, Work Instructions and Reference documents on the Plant Export Operations Manual.

During a recent review of Plant Export Operations instructional material an area of improvement was identified regarding policy statements associated with export registered establishment and accredited property responsibilities.
