2024-08: Plant Export Operations – Ongoing conversion of instructional material

Purpose

This Industry Advice Notice (IAN) is to advise industry of ongoing updates being made to instructional material documents.

Summary of changes and key points

  • Instructional material relating to plant exports is undergoing template changes to meet current departmental style requirements, facilitate improved document management and make it quicker and easier for users to find the information they need.
  • All new instructional material will be published in the new templates.
  • All existing instructional material will be gradually transitioned into the new templates.
  • During the transition period, instructional material may appear on the Plant Export Operations Manual in both the new and old templates.
  • The new instructional material templates will be as follows:

Exports Policy Departmental Policy

Policy-type information.

Policy refers to rules that must be followed or requirements that must be met.

Exports Process Instruction Guideline

Process-type information.

Processes describe a sequence of events or stages of an activity that different parties in different roles across the export supply chain must complete, for example, exporters, registered establishments and authorised officers.

Exports Process Instructions may also contain policy-type information.

Exports Work Instruction Work instruction

Procedure-type information.

A procedure provides a step-by-step account of the activities a person in a specific role must perform to complete a task. For example, the inspection plants and plant products by an AO. The procedure specifies how to complete the task and make decisions in particular situations.

Exports Work Instructions may also contain policy-type information.

Exports Reference Reference An Exports Reference contains supporting information that assists a person to perform processes and procedures.
Exports Systems Instruction User Guide An Exports System Instruction provides instruction for how to use an exports system, such as the Plant Export Management System (PEMS).

Note: Any updates to policy, process or procedural content will be advised in Industry Advice Notices separate to this one.

Background

Instructional material for plant exports has been prepared by the department and published on the department’s website to provide information that directs and supports industry and authorised officers to understand their responsibilities and perform their roles relating to the export of prescribed plants and plant products from Australia to ensure the objects of the Export Control Act 2020 are met.

Industry responsibilities

Familiarise yourself with new instructional material names and details and keep informed of future changes to other instructional material.
