2024-61: Plant Export Operations – Updates to Phytosanitary Certification and Request for Permits

Purpose

This Industry Advice Notice (IAN) is to advise industry of upcoming updates to paper phytosanitary certificates and Request for Permits (RFPs) for horticulture and grain commodities.

Summary of changes and key points

On Wednesday, 9 October 2024 there will be updates made to phytosanitary certification and RFPs.

Phytosanitary certification updates

Paper phytosanitary certificates and phytosanitary certificates for re-export will be updated to include 3 new fields:

  • Intended use
  • Product part
  • Product condition.

To accommodate these new fields, there will be small changes to the appearance of certificates. Please see the below samples: 

  • Phytosanitary certificate 
  • Phytosanitary certificate for re-export.

Request for Permit updates

EXDOC will enforce the ‘Intended use’, Product part’, and ‘Product condition’ fields where required.

  • The use of the ‘Supplementary Code’ or ‘Intended use’ field in third-party software for the creation of horticulture or grain RFPs will become mandatory.
  • The use of the ’Product part’ and ‘Product condition’ fields should be completed where appropriate to align with the relevant Micor case.
  • An error message will occur if a valid option is not entered into these fields.
  • Please refer to the Quick Reference Guide for assistance with completing these fields.

NOTE: A further Industry Advice Notice will be published prior to the scheduled updates going live with links to updated instructional material.

Background

We have been reviewing systems and implementing changes in preparation for the introduction of the ePhyto solution.

More information on the changes we are making in preparation for the ePhyto solution can be found at:

  • 2024-59: Plant Export Operations – Updates to Micor Plants - DAFF (agriculture.gov.au).

Industry responsibilities

  • Familiarise yourself with the scheduled date of updates and the potential impacts.
  • Familiarise yourself with the 3 newly updated fields and the Quick Reference Guide. 

EDI/Exporter responsibilities

The following actions will help reduce delays during the transition and updates:

  • When creating new RFPs, utilise the updated fields in line with Micor and the Quick Reference Guide.
  • Progress any active RFPs to COMP by Tuesday, 8 October 2024.
  • If you foresee any issues in progressing your RFPs, please request an amendment to have the updated fields amended in line with Micor and the Quick Reference Guide.
  • If your RFP is at COMP, no further action is required.
