Purpose
This Industry Advice Notice (IAN) is to notify exporters and EDI users of upcoming changes to the phytosanitary certificate template when exporting horticulture or grain products to China.
Summary of changes and key points
- On Wednesday, 11 June 2025, the phytosanitary certificate template used to export horticulture and grain products to China will be updated to a new template.
- The table below highlights the changes:

- To assist with this change, between 11 June – 13 June 2025 we will update China Request for Permits (RFPs) to use the new phytosanitary certificate template in the Export Documentation System (EXDOC).
- The change of template will only be completed for RFPs created between 1 April 2025 – 10 June 2025 and with a status of INIT, FINL, HCRD and INSP.
- No further action is required for RFPs at COMP status.
Background
We have been improving export systems and processes. This update will streamline certificate issuance to China and maintain trade with other countries.
EDI/Exporter responsibilities
- Progress any active RFPs to COMP status by 6:00pm (AEST) Tuesday 10 June 2025.
- Creating RFPs after 11 June 2025, use the new certificate templates for horticulture and grain. The system will not allow you to use the E16 or H16 template from this date.
- If your RFP is at COMP, no further action is required.
