Purpose
This Industry Advice Notice (IAN) is to advise stakeholders of an upcoming public consultation period for amendments to the Export Control Rules 2021 (the Rules), applicable to all 3 of the tariff rate quota rules:
- Export Control (Tariff Rate Quotas – General) Rules 2021
- Export Control (Tariff Rate Quotas – Feed Grain Export to Indonesia) Rules 2021
- Export Control (Tariff Rate Quotas – Sheepmeat and Goatmeat Export to the European Union and United Kingdom) Rules 2021.
Summary of changes and key points
- We are seeking your feedback on the proposed amendments to the Rules.
- On Monday, 4 August 2025, the proposed amendments to the Rules will be open for public consultation through our Have your say platform.
- Information sheets are provided in the survey to outline the proposed improvements for each applicable Rule.
The proposed amendments include:
Cotton to India- Amending the minimum allocation amount to 100 tonnes.
Auditor reporting obligation changes
- Amendments to the provision of audit reports to the Secretary.
- Amendment will require auditors to only provide an audit report to the Secretary if requested.
- Proposed amendments have no change impact on the audit process or the provision of the audit report to the auditee.
- This amendment is aimed at streamlining auditor reporting obligations across the range of export commodities.
- The Have your say survey will close on Friday, 29 August 2025.

We continually review the Export Control Rules to ensure the framework remains fit-for-purpose and meets the needs of exporters.
We will use your feedback to make sure the Rules continue to meet the needs of Australian exporters and support the export of our agricultural goods.
