2025-44: Grain Exports – Implementation of protocol for wheat exports to Indonesia

Purpose

This Industry Advice Notice (IAN) is to advise that a protocol for the export of wheat to Indonesia will be implemented on 15 August 2025.

Summary of changes and key points

  • Effective from 15 August 2025, all wheat consignments departing Australia destined for Indonesia need to be exported under a protocol with a new additional declaration.
    Note: The relevant Manual of Importing Country Requirements (Micor) cases for wheat to Indonesia have been updated.
  • All exports of unprocessed wheat to Indonesia must meet the requirements of the protocol which notes that grain must be practically free of the following pests:

    • granary weevil (Sitophilus granarius)
    • ergot (Claviceps purpurea)
    • red stalk rot of cereals (Colletotrichum graminicola)
    • kernel rot of maize (Fusarium sporotrichioides)
    • bud rot (Gibberella avenacea)
    • bibberella stalk rot (Gibberella zeae)
    • downy mildew of wheat (Sclerophthora macrospora)
    • bacterial leaf blight (Pseudomonas syringae pv. syringae).

    Note: Authorised officers (AOs) must inspect consignments to ensure presence of the above pests is minimal.

Background

On 1 August 2025, Indonesia and Australia signed the Protocol on Phytosanitary Requirements for Export of Wheat Grain (Triticum aestivum L.) From Australia to the Republic of Indonesia, outlining the requirements for exporting wheat to Indonesia.

An additional declaration is now required for all wheat inspected and certified from 15 August 2025.

The protocol document has been added to the Documents section on Micor.

Exporter and establishment responsibilities

Exporters and managers of export registered establishments should familiarise themselves with the requirements outlined in the protocol.

Authorised officer responsibilities

AOs should familiarise themselves with and comply with the requirements outlined in the protocol.

Note: Consignments of wheat to Indonesia can be inspected by AOs who hold the PGG3001: Export inspection of prescribed grain and plant products job function.
