Purpose
To provide further information about the recent notice issued by the General Administration of Customs of the People's Republic of China (GACC) Announcement No. 219 of 2025 Announcement on Relevant Requirements for the Declaration Management of Imported Agricultural Products by Overseas Enterprises (Announcement 219).
Summary of changes and key points
- On 7 November 2025, GACC’s Department of Plant and Animal Quarantine (DAPQ) published Announcement 219. It entered into force on 15 December 2025.
- The regulations specified in Announcement 219 relate to processes Chinese importers are to follow and do not apply new requirements for Australian exporters or Australian export certification.
- Announcement 219 mandates that importers ensure all imported products listed in the Catalog that originate from overseas enterprises are officially registered with the DAPQ, GACC.
- Registrations and approval requirements required by GACC are already facilitated by the department with existing established protocols and commodity registration processes. This process will continue as normal.
- Chinese importers also must provide the relevant Chinese registration number on their customs documentation.
- There are no changes to the established Australian plant export certification processes. Exporters should continue to follow current policies and instructional material and refer to their import permit and/or the Manual of Importing Country Requirements as applicable for exports to China.
- If a consignment is detained, exporters should contact Grain and Seed Exports Program or the Horticulture Exports Program for assistance.
