Purpose
This Industry Advice Notice (IAN) is to advise industry that applications are now open for the registration of processing and packing facilities handling fresh vegetables intended for export to China.
Summary of changes and key points
- Applications are now open for registered establishments (REs) seeking to export the following vegetables to China:
- asparagus
- komatsu
- lettuce
- parilla
- radish
- yam.
- Applications approved by the Horticulture Exports Program (HEP) will only be provided to China’s General Administration of Customs of the People’s Republic of China (GACC) quarterly.
- We will notify applicants once GACC approval is confirmed.
Note: REs must be approved by GACC, prior to exports commencing.
- REs already approved by GACC, do not need to re-apply.
Background
In 2022, China implemented new requirements that REs involved in processing and packing fresh vegetables for export to China must be registered with both the department and GACC.
Registered establishment - application process
Complete an Application for registration of food processing and storage facilities handling fresh vegetables intending to export to China.

- Include the following details, which must match your RE certificate:
- occupier name
- address
- registered establishment number.
- Submit the application by email to the Horticulture Exports Program for assessment and recommendation to GACC for registration.
- Applications will remain open for 12 months.
- Establishments seeking to apply must already be approved by the Department of Agriculture, Fisheries and Forestry as REs.
- Applications to become a RE can be submitted via the Export Service.
Important: A separate application must be submitted for each RE.
Labelling requirements
- Packages containing fresh vegetables for export to China are subject to specific labelling requirements.
- Information on the labelling requirements can be found in Facility registration and labelling requirements for food export to China, in the documents section of Micor.
- To access these documents, you must be a registered Micor Plant user. To register for Micor, go to the registration webpage, complete all the fields and then click ‘Submit’. You will be provided with your login details by email.
