Who does this notice affect?
Biosecurity Industry Participants (BIPs) and accredited persons operating under the Department of Agriculture and Water Resources Class 19.1 Approved Arrangement: Non-commodity for containerised cargo (NCCC) and Class 19.2 Approved Arrangement: Automatic Entry Processing for Commodities (AEPCOMM).
Registered Training Organisations (RTOs) that deliver the unit of competency TLIX5054 Comply with Biosecurity Clearance.
Notice of intent (NOI) to vary approved arrangement mailed and emailed to biosecurity industry participants (BIPs)
Accredited persons to complete CBC NCCC Activity 18-19/02 by
Accredited persons to complete CBC AEPCOMM activity 18-19/03 by
BIP to provide response to NOI to the department including list of accredited persons employed/contracted by the BIP who have completed training
AEP Phase 2 system enhancements go live.
What has changed?
The Requirements for approved arrangement Class 19.1: NCCC and Class 19.2: AEPCOMM have been published on the Automatic Entry Processing (AEP) Reform web page. The requirements have been updated to reflect the change being implemented under the AEP reform project.
The new requirements have been made available to prepare BIPs and accredited persons for the changes to the arrangements, including a variation to the class 19.1 and 19.2 approved arrangements. The department will be issuing notices of intent to vary the class 19.1 and 19.2 approved arrangement to BIPs in May 2018 (per section 413 of the Biosecurity Act 2015).
The documents are also available to assist accredited persons with their ongoing continued biosecurity competency (CBC) training. In particular NCCC activity 18-19/02 and AEPCOMM activity 18-19/03. The due date for the completion of these activities is 4 June 2018.
Final drafts of the following documents have been published to support industry participants with the changes being implemented under the AEP reform project:
- Approved Arrangements General Policies, Appendix 2: Brokers- Monitoring and assessing compliance
- Compliance Classifications for broker approved arrangements.
All documents come into effect on 23 of June 2018 along with the phase 2 AEP enhancements to the Agriculture Import Management System (AIMS). BIP’s will continue to operate under current versions of the Class 19.1 and 19.2 requirements and Approved arrangement general policies until 22 June 2018.
