98-2018 - Highly compliant importer project - update

Who does this notice affect?

All importers and customs brokers who lodge imported cargo to the department for biosecurity assessment.

What has changed?

Import industry advice notice 71-2018 issued on 10 July introduced the Department of Agriculture and Water Resources Highly compliant importer project (HCIP).

From 20 August 2018, in addition to the tariffs listed in the previous notice, the scope of the project has been expanded to include the following tariff codes:

  • 8412 - Turbo jets and other gas turbines and other engines and motors
  • 2702, 2817, 2825.50, 3102, 3103, 3104, 3105 - chemical fertilisers
  • 8803 - Parts of goods of 8801 or 8802
  • 4401.31, 4401.39, 4401.40, 4414, 4418, 4419, 4420, 4421 - wooden frames
  • 9402, 9404, 9405 - furniture, bedding, mattresses, lighting fittings
  • 8423, 8427, 8428, 8429, 8430, 8432, 8433, 8437 - machinery
  • 7117 - Imitation Jewellery
  • 8409 - Parts suitable for use solely or principally with the engines
  • 3923 - Plastic articles for the conveyance or packing of goods
  • 92 - Musical instruments and parts
  • 8518 - Microphones and Stands
  • 8483 - Transmission shafts, gearboxes etc
  • 7013 - Glassware of a kind for table, kitchen, toilet, office, indoor decoration or similar preparations
  • 2802, 2804.7000.15, 2808, 2809, 2813, 2814.10, 2827.10, 2830, 2833, 2834, 2835, 2845.90 - chemicals
  • 8413, 8414 - Pumps for liquids; Air or vacuum pumps, air or other gas compressor
  • 9603 - Brooms, brushes, etc
  • 9026 - Instruments for measuring the flow of liquids
  • 8205 - Other hand tools
  • 8501 - Electric motors and generators

What should importers and customs brokers do?

Importers don’t need to do anything differently in relation to the HCIP. They should continue to work with relevant parties in the supply chain to ensure imported goods meet biosecurity import conditions as per BICON.

Lines of goods from the in-scope tariffs may be automatically excluded from referral to the department based on the importer’s compliance history for that tariff. In these cases, the relevant community protection (CP) profile question will not be asked during lodgement of the full import declaration (FID).

Customs brokers should continue to answer CP profile questions accurately. There is no requirement to volunteer entries to the department when an expected CP profile question has not been asked.

Ongoing compliance will be monitored through random referrals for verification inspection. Non-compliance with import conditions will result in the importer’s referral rate returning to the standard rate for the relevant tariff.
