134-2022: New Community Protection (CP) question for bulk risk level 3 fertiliser

Who does this notice affect?

Accredited persons under the class 19.2 Approved Arrangement (AA) who lodge bulk consignments of risk level 3 fertiliser using AEPCOMM under tariffs 2834, 3102-3105.

What has changed?

From 1st August 2022, the department will add a Community Protection (CP) question into the Integrated Cargo System (ICS) to ensure accredited persons lodging under the class 19.2 AEPCOMM AA receive the appropriate inspection directions for fertiliser imported as bulk (in ship’s hold) and classified as risk level 3. Items declared under the above tariff codes will now be asked: Are the goods non-liquid bulk fertiliser (Risk level 3 consignment) that have undergone initial first point of entry inspection for biosecurity?
If an accredited person answers ‘Yes’ to the CP question, the following AEPCOMM outcome will apply:

  • Inspection - Protocol Fertiliser Inspect to be conducted at a class 2.3 AA site.

If an accredited person answers ‘No’ to the CP question, then the following AEPCOMM outcome will apply:

  • Direction 1: Inspection - Protocol Fertiliser Inspect to be conducted at a class 21.1 AA site; and
  • Direction 2: Inspection - Protocol Fertiliser Inspect to be conducted at a class 2.3 AA site.

The introduction of this CP question will not impact fertiliser consignments:

  • where documentation is assessed by the department;
  • that are imported as FCL/X; and
  • that are imported as bulk and classified as risk level 1 or 2.

Further information

The fertilisers BICON case has also been updated to reflect the AEPCOMM in scope pathways and system generated directions.
