160-2023: The department is making changes to how we process fresh avocados from New Zealand on the Compliance-Based Intervention Scheme (CBIS)

Who does this notice affect?

Stakeholders associated with the biosecurity clearance of fresh avocados imported from New Zealand which are subject to biosecurity intervention on arrival. This includes customs brokers and importers.

What has changed?

The department is establishing a Supplier based CBIS trial on the New Zealand avocado pathway. The trial will test different system functionality on CBIS pathways and provide more flexible options for managing goods on CBIS.  The change will mean that the risk-based compliance rate will count by ‘Supplier’, rather than by ‘Importer’, for the up-and-coming season.

The system changes are scheduled to take effect in August 2023 when the season commences.

What do I need to do?

Importers and brokers will be required to use the specific Supplier code relevant to the supplier of the goods when lodging consignments in the Integrated Cargo System (ICS). The Supplier list will be available on the departments CBIS webpage and in the relevant BICON case. Brokers that use an unrecognised code may receive an error message from AIMS and will need to re-submit the entry with the appropriate Supplier information. This is to ensure that the CBIS compliance results only count towards the relevant supplier and industry maximise benefits from CBIS. A list of codes is provided below in table 1.
