176-2023: Approval of new Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) facility in Japan for used vehicle and associated parts for export to Australia

Who does this notice affect?

This notice is of interest to importers and customs brokers of used vehicles that seek to have these vehicles cleaned by an offshore cleaning and pre-inspection provider recognised by the department.

Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme

The Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme allows used vehicles to be cleaned and pre-inspected by approved offshore cleaning and pre-inspection providers.

Importers of used vehicles entering Australia under the ROCIP scheme are eligible to receive reduced inspection onshore.

What has changed?

The department has approved K.K Automotive Technologies Ltd’s (ATL) Kobe Hyogo Facility as a Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) for used vehicles and associated parts for export to Australia.

The department has assigned an Approved Entity Identifier (AEI) number JP1017UV to K.K Automotive Technologies Ltd’s (ATL) Kobe Hyogo Facility.

Customs brokers and self-reporting importers who import used vehicles from a ROCIP facility must enter the relevant facility AEI code in their Full Import Declaration (FID) lodged through the Integrated Cargo System (ICS) or third-party software.

A list of all offshore facilities currently recognised by the department, with their relevant AEI codes and onshore intervention rates is available on the department’s webpage for Offshore treatment of used vehicles – recognised providers.

When is this change being implemented?

Kobe Hyogo Facility was formally recognised on 21 August 2023. Used vehicles that have been cleaned and pre-inspected by the K.K Automotive Technologies Ltd’s (ATL) Kobe Hyogo Facility are at a 5% onshore intervention rate.
