02-2024: Update: Offshore Brown Marmorated Stink Bug (BMSB) Treatment Providers Scheme – Sulfuryl Fluoride (SF) Direction

Who does this notice affect?

Class 12.2 Approved Arrangements

Clients in the import and shipping industries—including freight forwarders, importers, and customs brokers—associated with importing goods that require BMSB treatment during the BMSB risk season (goods manufactured in or shipped from target risk countries, that have been shipped between 1 September and 30 April (inclusive)).

What has changed?

The Applicator’s Manual for ProFume has been updated to provide exceptions to sulfuryl fluoride treatments and the requirement to use the Fumiguide Program and Calculator Application for quarantine/regulatory purposes.

As a result of these changes, the direction for BMSB SF treatments has changed and the use of third party CT calculations are no longer required.

The use of third-party CT calculations remains a valid option and must be used wherever required by the relevant product label, however users of ProFume will now be able to assess start and end point concentrations against the department’s minimum requirements to determine the effectiveness of BMSB SF treatments.

The following requirements have been added to the BMSB SF direction:

  • Either achieve a CT of 200g-h/m³ or above or apply a dose of 24g/m³ or above with all start time concentration readings above 24g/m³, at 10C or above.
  • For a minimum of 12 hours, and a minimum end point reading of 12g/m³, or for a minimum of 24 hours, and a minimum end point reading of 8g/m³.

These are in addition to the existing requirements:

  • For all high-risk goods, the direction must be completed, prior to any other intervention.
  • Treatments are to be performed at the earliest available time.
  • All containerised cargo must not be unpacked prior to treatment.
  • Treatment is to be performed under a class 12.2 approved arrangement.
  • Dose increases to compensate for temperature below 10°C is not allowed.
  • Topping up at end of treatment is not allowed.

If concentrations fall below the minimum end point reading at any point during the treatment, the treatment has failed.

Carefully read the product label and the Applicator’s Manual for ProFume and follow their directions for using this product, including dose calculation.

Treatment providers must always follow label requirements when conducting biosecurity treatments. These changes may not be relevant to alternative sulfuryl fluoride products, please refer to the requirements located on the label.
