106-2024: Variation to approved arrangement class 19 in relation to rural tailgate inspections and External Verification for eCertificates (EVE) system

30 May 2024

Who does this notice affect?

  • Holders of approved arrangement classes:
    • 19.1: non-commodity for containerised cargo clearance
    • 19.2 automatic entry processing for commodities
  • class 19 accredited persons
  • continuous biosecurity competency (CBC) trainers and registered training organisations (RTO)
  • approved arrangement class 14.4: rural tailgate inspection (class 14.4)

What has changed?

Further to IIAN 85-2024 and the conclusion of the required notice period, the Director of Biosecurity has varied approved arrangement class 19 to enable policy changes to approved arrangement class 14.4: rural tailgate inspection (class 14.4), and for the use of the External Verification for eCertificates (EVE) system.

Class 19.1: non commodity for containerised cargo clearance

The variation allows approved arrangement class 19.1 accredited persons to direct containers requiring a rural tailgate inspection to an approved arrangement class 14.4 site when goods packed in the container are subject to further biosecurity concerns.

Class 19.2: automatic entry processing for commodities

The variation removes the obligation on customs brokers to retain copies of eCerts or present them if directed at an inspection location, where these are available through the EVE system.

Further information

The current versions of approved arrangement classes 19.1 and 19.2 can be accessed at the website Conditions for operating approved arrangements - class 19.

A comparison table for each of the arrangement classes is available on the Notice Board at the Automatic entry processing (AEP) website.

For further information regarding this IIAN may be requested by emailing AEP.Arrangements@aff.gov.au.
