245-2024: Trial of new community protection profile questions on tariffs 3002.12, 3002.15 and 3822.19

Who does this notice affect?

Importers and brokers of commodities lodged in tariffs:

  • 3002.12 - Antisera and other blood fractions
  • 3002.15 - Immunological products, put up in measured doses or in forms or packings for retail sale.
  • 3822.19 - Other diagnostic or laboratory reagents on a backing, prepared diagnostic or laboratory reagents whether or not on a backing, whether or not put up in the form of kits, other than those of 3006; Certified reference materials.

What has changed?

Starting 11 November 2024, new community protection profile questions will be implemented for tariffs 3002.12, 3002.15 and 3822.19 in the Integrated Cargo System (ICS).

The profile questions will undergo a trial period of 4 weeks, during which they will be reviewed for accuracy and effectiveness.

There are no changes to the import conditions for commodities lodged under tariffs 3002.12, 3002.15 or 3822.19. Importers and brokers must understand and comply with the current import conditions as outlined in BICON.

Why is this changing?

The profile questions for tariffs 3002.12, 3002.15 and 3822.19 are designed to easily identify specific commodity import pathways within the tariffs, supporting timely and accurate biosecurity processing while enhancing our monitoring capabilities.

What do I need to do?

Customs brokers lodging declarations in ICS on or after 11 November 2024 under tariffs 3002.12, 3002.15 and 3822.19 will need to answer the related CP questions as follows.

Customs brokers must answer ‘Y’ to these questions if the goods are to be imported via the BICON commodity import pathways outlined below. If the goods are not imported by the commodity import pathway, then customs brokers must answer ‘N’. It is possible that all answers will be ‘N’.
