304-2024: Self-Assessed Clearance (SAC) cost recovery charge: Commencement of billing in January 2025

Who does this notice affect?

All parties reporting low-value goods (AUD $1000 or less in value) in the Integrated Cargo System (ICS).

What has changed?

Notices of Liability and subsequent invoices will be issued to all liable reporters in January 2025 for the October to December 2024 quarter.

The implementation of the SAC cost recovery charge is a major milestone and demonstrates the government’s commitment to sustainably fund biosecurity.

Over the past 12 months we have provided many opportunities for SAC pathway participants to obtain information, provide input and engage in open discussion regarding the charge. These include:

  • a Discussion Paper (October/November 2023)
  • 9 Import Industry Advice Notices (IIANs)
  • discussions in the Department’s Cargo Consultative Committee (DCCC) meetings
  • a series of round table and one-on-one meetings
  • direct email campaigns
  • regular webpage updates
  • two process and data trials
  • the publication of a Cost Recovery Implementation Statement for low-value goods imported under a self-assessed clearance declaration
  • the publication of 3 SAC charge fact sheets.

With the implementation phase now coming to a close, we turn our focus to 2025 where the first billing cycle of the charge will commence with Notices of Liability and subsequent invoices being issued in January for the October to December 2024 quarter.

We trust that the extensive support provided by the department has assisted SAC reporters to adopt practices that will now become business as usual.

Industry engagement has been extremely valuable in this process to date, and we encourage further feedback in relation to the next phase of the charge.
