Who does this notice affect?
Parties reporting low-value goods ($1000 AUD or less in value) under Self-Assessed Clearance (SAC) declarations in the Integrated Cargo System (ICS).
Background
Established in 2021, the Air Cargo Compliance Verification (ACCV) program involves the random inspection of consignments on the SAC pathway to verify compliance with biosecurity import requirements. The program provides the department with a valuable source of data that enables the identification of compliance trends to inform risk profiling and better detection of emerging biosecurity risks.
What’s changing?
The department is expanding its ACCV program across a wider group of SAC reporters to ensure coverage of a greater portion of the SAC pathway. The expansion will involve an increase in the number of random verification inspections conducted on goods arrived in Australia under SAC declarations. ACCV inspections continue to be funded under the SAC cost recovery charge. Fee-for-service charges will only apply for the management of any biosecurity risk identified during the inspection.
The department will implement the expansion in phases, commencing late August 2025. The department will be contacting impacted SAC reporters at each phase to promote an understanding of the requirements for ACCV inspections.
