Who does this notice affect?
Importers of used gas cylinders, customs brokers, agents and accredited persons operating under Approved Arrangement Class 19.
What has changed?
The Department of Agriculture, Fisheries and Forestry has made changes to the Biosecurity Import Conditions System (BICON) onshore outcomes for used gas cylinders.
Previously, full container load consignments not meeting BICON requirements were directed for a tailgate inspection. However, gas cylinders are considered dangerous goods. Biosecurity officers must not open the doors of containers carrying any dangerous goods due to work health and safety concerns.
Consignments of gas cylinders that do not meet BICON requirements will now be directed for an Inspect (unpack) inspection. The BICON case ‘Gas cylinders’ has been updated to reflect this change.
For a full and formal discussion on dangerous goods terminology, refer to the Australian Dangerous Goods Code.
